Refunding my UCAS application and re-applying?

Hi, would it be possible for me to refund my UCAS application and reapply? I wish to reapply in the same academic year (this month). I am within 14 days of the day I submitted the application. It has been 9 days since I submitted my application.

The reason I want to do this is because I didn't have a reference attached to my application, I have recently found someone willing to provide me with a reference, I had thought no one would at the time of my application. Pretty bad mistake and some universities have already told me that they can't accept me.

Is this doable?

I've read this but it doesn't specifically answer my question. Other forum posts suggest you might be able to, but I wanted to double check.

On this link it talks about reapplying but it doesn't seem to consider cancelling an application within the first 14 days as completely withdrawing an application. When you withdraw completely you can't reapply in the same academic year

I contacted them via insta because their helpline is down right now and they did reply saying its doable:

Thank you.

To completely withdraw your submitted application form, please follow this link and complete the online cancellation request form. Once submitted, we will withdraw that for you within 7-10 working days. You'll be notified by email once this has been done and there is no need to call us.

By withdrawing within 14 days of submitting the application form you will automatically be eligible for a refund - this can take around 10 working days to come through.

By withdrawing the application within 14 days, you will also be able to re-register and submit a new application for this year, if needed.

But i still wish for clarification. At the bottom it says i can reapply if I withdraw within 14 days, but I'm unsure if that means:

"If submit a cancellation form within 14 days of your application"

Or

"If you submit a cancellation form and it is processed within 14 days.." - meaning i would need to have submitted a cancellation form in under 4-7 days of my application (as it'll take 7-10 days for it to be processed)

I just want to be extra sure that this means simply submitting the cancellation form/request, and not that it all needs to be processed within the 14 days too.

So, someone could submit their cancellation request 10 days after applying, and perhaps it'd take 7 days to process, but they can then go on to reapply still?

Also UCAS's helpline is closed right now, my bad, they had a note on their website, quite an unlucky timing
