Is the Cambridge ACS MPhil admission primarily Committee-based or Supervisor-based?

Hi everyone,
I'm applying for the Cambridge ACS MPhil. I have already reached out to a potential supervisor and received a relatively encouraging response.
My question is: How much weight does this support carry in the final admission decision?
Does the Admissions Committee effectively "rubber stamp" candidates who have supervisor backing (assuming minimum grade requirements are met)? Or does the Committee make the decision completely independently, meaning I could still be rejected even with a professor's interest?
I'm trying to understand if a supervisor's support acts as a "strong push" or just a prerequisite.
