Has anyone done a PGCE on a 10-year partner or family-route visa?

I have been living in the UK for eight years and four months. Around six months ago, I switched to a 10-year partner-route visa. I am planning to apply for a PGCE and understand that my eligibility for student finance may be uncertain. I have contacted several training providers, but they have all advised me to speak directly with Student Finance England. The issue is that Student Finance will not assess my eligibility until I have received a formal offer, which leaves me in a difficult position when deciding whether to proceed with applications and interviews.
