Reapplying

If I was being given an offer from the uni for the course but I declined it because I am not sure whether I actually want to do this course or not and I want to take a gap year instead, is it ok to apply to the same uni with the same course again next year when I have decided that this is what I want? Will they still consider my application?

Yes, that's fine, although I would see first if the uni is happy to defer your offer for a year.

If they are, then you can just sit on that offer for a bit and if you decide that this is what you want to study, then great, you've already got an offer. If you decide you want to study another thing, then it's just a matter of withdrawing from your place and apply to your chosen courses via UCAS again. But if they don't accept your deferral request, then you can reapply to them anyway - although there's no guarantee that they will accept you again!
