Does it state any specific offer conditions?
If you are in any doubt about what it means, contact that Uni asap - do not just 'assume'.

Then it is not 'Unconditional'.

I suspect this is just the uni using their own terminology. As above, you can contact them to check but it just sounds like a standard conditional offer.
