Distance Learning Residence Requirements

Hello,
I have a question about residence during a distance learning master's with SFE loan:
"To qualify for a Postgraduate Master’s Loan for distance learning, you’ll need to be living in England on the first day of the first academic year of your course. You’ll also need to live in: the UK for the whole of your course, if you’re not an EU national."
What does "live" mean in this context for a UK citizen? Is there a particular amount of time/days you have to spend in the UK, or time you are allowed to be away travelling?
I'm not referring to residing abroad but longer term periods away as a tourist.
