I’ve just finished my master's degree and received Merit.
Is it considered good in the UK?
And could I apply for PhD with it?
I am considering applying for PhD scholarship and I’m afraid I won’t get the chance

For funded PhD scholarships, some schemes may place additional emphasis on specific elements—such as achieving a particular mark in your master’s dissertation—so it’s still a good idea to check the eligibility criteria carefully before investing time in an application.
