How do I do this? And how soon before I move should I do it?

Should be a form (CA) in the back of your Replying to Offers/Advice to Applicants booklet from UCAS. Best to tell them ASAP.

Mmm but I'm waiting for them to confirm my firm/insurance choices and I don't want them to send mail to a house that at the moment is empty!
Do it in the week before you move, and make sure you have a Royal Mail redirection set up from your old address to your new one just in case anything should go awry. I found UCAS to be really efficient when I was in this situation -- filled in the little form and they sent a confirmation to my new address to make sure things were getting through to me before they sent any other documents. I seem to remember there being a space on the change of address form (which is in the back of that booklet they send you when you apply) for you to put the date you're moving, but I might be wrong? Worth a look anyway. They confirmed the change really quickly for me last time and were obviously really efficient at notifying the unis too as everything else got sent to my new house  But make sure the mail redirection is in place just in case and give the new owners of your house an address to forward any missed mail to, as you don't really want important stuff going astray...
If you can't find it, I found a link on the UCAS website to notifying them about the change of address: http://www.ucas.ac.uk/getting/after/ca.pdf

Thanks very much  The website isn't too clear - do I have to inform UCAS and all of my unis, or will UCAS inform them for me?
You should fill out that form that I posted yesterday (the link above dazednconfused's post), and send it to UCAS ASAP. If you want to be safe, also contact the uni's about the change of address, because the uni's want to send you stuff (e.g. confirmation of place after results day, freshers pack, enrolment, etc...).

A day or two before the move ring round UCAS and all of your choices (or rather any of your choices you *might* recieve mail from in the week or so after the move)....UCAS can change your address over the phone (so no need to inform them via post - it's actually likely to be slower and result in a longer delay before the records are all put right) and you only need contact the uni's if they're likely to post anything out in the few days before their records get updated by UCAS.

Ok, I shall phone UCAS, and make sure I put a redirect on my post. Once again, you've been the font of all knowledge :p:
