UK Fees for a student with a dependent visa for skilled worker route?

I am helping a student from Nigeria whose parent is here on a Skilled Worker Route visa. His start date for university would be September 2027. He has been resident since February 2024, so would have been resident in the UK, by then, for over three years. He is currently attending a UK State school. Would he qualify for UK tuition fees?
