Are fig rolls biscuits?

I would say not. A fig roll is not a biscuit as:
It doesn't get soggy when it’s gone stale - a biscuit does
It can't be dunked in tea and enjoyed
A jaffa cake is similar and is a cake, not a biscuit.

I would say that they are a miscellaneous pastry fancy- not a biscuit.

I've just bought a pack and they claim to be biscuits. However, they are not. They cannot be enjoyed dunked in tea, and couldn't be classified as a sandwhich biscuit like a custard cream as theyr are coated in a much softer pastry than a buscuit is made from - I can't see how they are biscuits at all.
