Stakeholders in a theme park.

We have been presented with a case study of Lego who are trying to open a theme park in Paris. Who do you think are the stakeholders in this and what are the nature of their stakes?

Shareholders,
Customers or people who use Legoland,
Owners,
Workers,
Local Competition,
Maybe local travel companies?

What is the nature of their stakes? I've used three: Government, customers and employees. I've got:

Government: Legisation and development in key areas
Customers: products + security
employees: salaries and job security
