sorry to burst your bubble but its fat sweetheart. Its a good idea to start to Hit the gym and them squats.
I think it depends on your height.

Depends on height, overall figure, fitness etc. But generally I'd say 16 is the limit of a healthy size. ie 18 is always fat, but 16 can be ok... maybe..

I think that a 14 is curvy. A 16 is bordering on fat. But it really depends on the person in question. Someone overweight but toned can look curvy whereas someone of the same weight but flabby can look fat.
It depends on lots of things. Your height, how you carry your weight, if you're toned or not etc.
