how do you diluted HCL to a concentraion of 0.01moldm3

work out how much HCl u need for 0.01 or woteve the amount is, then add water, i think, not sure though.

As Chad said, you work out how much HCl is needed, and how much water is needed. If the HCl you use is concentrated, you have to add the acid to water unless you want to leave the lab in an ambulance.
