Not necessarily. If both your hips are lined up and he has a longer torso than you then it's perfectly reasonable that he is just that bit taller, and it would be uncomfortable to bend down any further.

Alternately, he could just be being really sweet and knows that (most!) girls love getting kissed on the forehead.
