I've got combination skin too and I swear by biotherm bioviatmin exfoliating cleanser, it gets rid of dry flakey bits but it's really mild, and the exfoliating grains are just the right size.
It looks like this.
If you don't live in a big city you might have to get it from the internet but it's so worth it - trust me!
EDIT: for a moisturiser as a base for makeup try 'natural high' from superdrug, it's only about £1.50 and it's really nice and light. Nivea is so heavy, my skin just breaks out if I use that.

I have a greasy t-zone and the skin on my cheeks is very dry!! - aaaah!!!

You should still moisturise if you get a decent moisturiser unscented etc it shouldn't bring you out in spots.
