Rock Band Song Pack 2 Solus (< This is a link :p: )

Could someone please explain to me what this actually is?
Is it simply the Rock Band 2 game for 360 with even more songs added on or am I missing something?
I've been looking to get RB2 for 360 from eBay and they're all going for at least £30, even used ones. So surely a brand new game with even more songs would cost more? Or is this something different?

It's basically DLC on a disc for those not on XBOX Live yet still want more Rock Band content
