Who thinks that utopian political ideologies, ones that advocate revolution and aspire to realise particular historical goalls say Communist states (absolute freedom for Marxists) will become inherently repressive? Say like Stalinist Russia

Who, on the other hand, thinks that the only viable concept of human freedom is one where it is defined by the lack of obstructions, the role of the state carefully circumscribed by law, and often (not always) characterized by minimal economic intervention? This is very vague but one could argue that classical British liberalsim has this concept of liberty. Some might argue that Thatcher had it as well.

Both views have flaws but it is an interesting one to mull over. Come on Commies.

Of course one may find this way of dividing liberty into these two groups toally unsatisfactory. I think its quite interesting all the same.

Yeah completely, neo-liberalsim. But her attitudes on social-control have a deeply authorotarian edge. Say the concept of the family,of course its impossible to bracket politicians absolutely into these abstratc catergories, but her vision was not one of a pluralist state - some say that pluralism, the society that has no concept of the way people "should be " and that this is how things will always remain are the truest advocators of "negative libery".
