Snap.
This exam has been and gone, but I got this from an AQA mark scheme for future reference.

'Evaluation is judgement. This can be shown within an answer, through the weighting of an
argument or in the perceptiveness shown by the candidate (perhaps about the degree of
crisis/strength of the XYZ Company). It can also be shown within a conclusion, perhaps by
weighing up the strength of the candidate's own arguments for and against a proposition.
Evaluation is not shown simply by the use of drilled phrases such as 'On the other hand' or
'Business operates in an ever-changing environment. It is shown through the weighting of
the candidate's response plus the logic and justification of his/her conclusions.'

"weighting of the candidate's response."

I've always been told to do it as follows
State an opinon... eg Overall I think that...
Then think of other things that may work well in the same situation, so for example if it was about opening a new business as a sole-trader consider perhaps becoming a franchisee instead
Then balance out the two and come to a decision of what you think is appropriate (refer to the question now, as it could be to what extent could.. or evaluate the effectiveness). Read 'Business Review' is a good magazine aimed at a level business students and often gives good exam tips
Your opinion, why you think that and then how this can be affected or changed in the future.
