What happens when your offer conditions are narrowly missed?

In the UK its just 2.1 degree etc. In the case of foreign qualifications, any idea of universities do if a propsect gets a 3.4 GPA versus or required GPA of 3.5, or similar instances?

No idea - e-mail the institutions involved and ask.

The obvious answer though, it not to think about it and spend the time working hard and making sure that you do get a 3.5 GPA...
