I know that using in should be before months, but I have heard people using "on" before as well.

Yeah, that's what I thought. Saying In August July 1st just doesn't sound natural.

The rule is fairly simple.

"on" is used before date, day. "in' is used before month, year.

"I'm going to New York ***on*** July 1st".

"July 1st" is date, not a month.
