It is considered passing, since it is an SL class. I don't think many people would consider it a good score, however, seeing as 7 is the best. It really depends on you, though. If you did your best, then you should be happy.

    It's ok,
you have plenty of time to study and improve. A 3 however isn't enough if u go after oxford, but is reasonable for most universities, however, you should get 5, 6 and 7s to make it up. :>
But don't worry, u pass above 1 and it is almost impossible to not pass...u must get an 6 or 7 at the portfolio. And chemistry, which paper?

a three is aight, a passing grade, but you still have time to learn so you can still get better

3 is a passing grade, but I wouldn't recommend you rest on your laurels. There's definitely room for improvement. For example, getting higher IA marks? Chem SL IAs are very straightforward, so you can bump your grade up there.

As for getting a 7, I do caution against mass working on it. Chem SL has obnoxious grade boundaries, but it still is possible. Just don't spend so much time chasing it if you can put the time to use elsewhere, such as your HLs.
