I read on the University pages that no student has to pay tuition at the time of the studies (if he wants, he can, of course) but after the studies when they start earning money. Is this really true? Does it mean that international, non EU from developing countries with good qualifications, can apply and hope for a seat at the uni?

UK funding methods do not apply to non-EU nationals.

By not pay you mean loan? Or are you reading something that only applies to Cambridge?

Now click on the link at the bottom of that page - the one that gives information for foreign students.

The same rules apply to pretty much every UK university though, except that some unis probably have a couple of different scholarships. Try and find out how the funding for international students in general works first
