    cheers for that roubiliac, but why the hell do the 28% or so income assessed only get over 1k, or is that onm top of the 4k aswell? Surely they're the ones who shoud be getting more? No?

    You're misunderstanding what it means. 28% refers to the proportion of the loan that is income assessed. The maximum (London-rate) loan is £6,928. Of this amount, 72% (£4,988) is available for all 'home' students; availability of the remaining 28% of the maximum is based on income assessment.
