Don't go for the meal, it'll just make him think you're interested, or playing hard to get if you tell him you're not interested later on.

Just tell him you're not interested, over and over again if need be until he actually gets the message.

Just be honest, say you're not attracted to him but you think he's a nice guy and want to stay friends.

I've learnt that avoiding the question or being too shy to actually say what you really think just puts you in more trouble. It's actually easier to be harsher about these things. Or at least with the guys at my work it was. lol.
