changing universities through clearing

was just wondering if even if you meet the grades your firm choice have asked for, could you change your university at the clearing period? I have been set on surrey but am starting to doubt it because my subject has suddenly plummeted in the tables and apparently the social life there is a bit dead. But it's obviously something I have to be sure about first
If you meet OR exceed your offer, there is a new system called 'Adjustment' whereby you can apply to a different course and keep your firm if you decide not to pursue or are unsuccessful in getting a new place.

Through Clearing however I'm sure it's only if you miss your grades, I may be wrong though.

No, UCAS Adjustment is only available to those who exceed their offer requirements.

Correct Good bloke! UCAS use the phrase "met and exceeded" the conditions of a "conditional firm offer". Details can be found here http://www.ucas.ac.uk/resultsandnextsteps/adjustment/

You need to exceed your offer to be eligible for Adjustment. It doesn't then matter what grades the uni you apply to asks for.
