So, I put an item (a woman's bag, I mistaken for males bag, but that's another story) on eBay, and stated boldly that I will only send to UK.

Behold someone from Turkey makes the winning bid.

I'm new to eBay selling, so how do I go about telling this person it's not going to happen?

    Cheers.

Just ask them to read the description, and then select 'problem with transaction' from "My eBay" and send a mutual cancellation of transaction form.

If they don't accept it, you will need to contact eBay customer support to release you from your obligation to sell.

Why didn't you block foreign bidders if you were only going to send within the UK?
