Red Skin Spots on Torso?

What does it mean when someone someone has red spots on their torso (front & back, from collar bone to waistline). The spots are reddish, raised, and in the centre go yellowish. They're quite kind of bumpy, but apparently they don't hurt or anything. There's a big one on the person's back which looks like a ring because the yellow bit in the middle is almost skin coloured again. There are about 10 of these things, some cherry-red, some pinkish, only on the torso, not the arms, neck, legs, etc.

The person with them is 19, pretty healthy except they smoke & drink alot.
Does anyone know what these are? Should the sufferer get them checked out?

EDIT AGAIN: They don't hurt at all, apparently. It was only because I saw them that this person realised there were so many.

do they blanch (go pale) when you press them? and if so do they come back to colour gradually or in one big whoosh.
