    Very rusty, but to get you started.

    I assume that's

    f(s,t)=\lambda s

    and not some fancy operation in the middle.

    Hint:

    To find lambda, how would you do it if it was just a function of a single r.v?

    Now generalise it to 2.

    I would integrate the function with the respect to s and the integral has to equal 1... giving lambda equal to 2.
