Why does one reactant being in excess mean that the rate of reaction with respect to that reactant is effectively zero?

Order tells you the effect that that reactant has on the rate of the equation. If a reactant is in excess, even if you double it, it won't have an effect on the rate because there's more than enough of it. It's not a 'limiting factor' for the rate equation.
