Induced emf and magnetic force

Does a conductor with an induced emf but no current still experience a force in a magnetic field? Say if the conductor is cutting lines of flux does it expirence a force that opposes the direction of motion?

No, there is an emf induced across the conductor but because current cannot flow in it, the current cannot flow in the direction it needs to oppose the force.
