why would a filament bulb be needed in a circuit along with a variable resistor when investigating the internal resistance of a cell?

I would guess that it would be there so that you never have the situation where there is no resistance in the circuit (other than the internal resistance of the cell). If your variable resistor was set at 0 ohms then without some other resistance in the circuit i.e. the bulb, you would be short circuiting the cell which is not a good idea.
