I've outlined a way to attempt this synthesis below, I'm not sure whether you're doing a levels or not so I included the directing effects of the phenol groups to help show why the NO2 groups add to the C-2 and C-4. If you are still doing A Levels *Ignore this part* you just need to know that the alcohol is an electron donating group so will add the substituent to carbons 2 and 4.
This synthesis starts with a nitration of benzene, where you'll get a mixture of products, followed by a nucleophilic addition-elimination reaction:
