Foundation Diploma in Art and Design abroad

Hi, I am just wondering if anyone knows whether or not other countries do a course equivalent to the BTEC Foundation Diploma in Art and Design?

To explain: I always wanted to study art and design but when choosing my degree I chose languages instead. I only have a few months left of my language degree and I want to study art after. I also would like to live abroad (in order of preference: Portugal, Brazil, China, Italy or a Spanish speaking country) to practise and improve my language skills. Basically I would love to 'kill to birds with the one stone' and instead of spending a year at home doing the Foundation Diploma, I would do it abroad- if it exists that is! Does anyone know anything about this?

I know you posted this a long time ago but did you ever find a Foundation course abroad?

I'm looking for one at the moment and can't find any info other than the Cyprus one...

This is Saatchi's top art colleges but still trying to work out how the foundation thing works abroad
I'm looking at Germany because I speak it at A-level-level, and they will basically let you turn up and teach you in English for free! so crazy
