The best programmes for development studies are in the UK, so it depends how much your friend wants to leave.

The current top for development studies are, in no particular order, LSE (DESTIN), Sussex (Institute of Development Studies), Manchester (Institute for Development Policy and Management), Birmingham (Centre for Development Studies and International Development Department), East Anglia (School of Development Studies).

That said, it depends on what particular area within development your friend is interested in. Say they're interested in development in the asia-pacific region, then I'd suggest looking at Universities in Australia and NZ. It's really important to find a programme that fits your friend's specific interests within development.
There's not much of it in the US...

Well, actually he's not british, but the programme can be in english or french... he's been looking at som programmes at IUED at Geneva, ISS at The Hague and some programmes in Sciences Po and Uppsala in Sweden.

Any opinions on those unis, maybe other ones to add???

ISS at the Hague and IUED in Geneva are both good, the other two less so, but again it depends on what specific areas with development your friend is interested in (e.g. environment or gender or population or aid or conflict or urban or rural or social or human rights or development management or NGOs or civil society . . . the list goes on).

well, he is really into international cooperation, international development, that kinda stuff... like projects in developing countries.

And he really wants to learn the tools to formulate, execute and evaluate a project.

Two more then . . .

There's a Masters in Development and International Cooperation at the University of Bologna, it's for international students and taught in English.

There's also the European Master’s in International Humanitarian Action, which is multi-lingual, inter-university, multidisciplinary postgraduate programme.

The best thing for your friend to do is to trawl through each university website and pick out what they like/dislike about each Masters programme and make decisions from there. Email the Professors in charge of each course if they have questions and look at the different types of specialisations that each institution offers. Make choices from there, and remember that it's good to apply to more than one anyway.

Personally, if I was making a choice from those 4, I'd go with ISS because of its history, the range of specialisations, and the quality of teaching, but then again each has got its own advantages and disadvantages.

Do you think one should have degree in social science in order to apply master in ISS?
I studied engineering but I am really interested in studying master in development studies in UK or in ISS.
