I also think that perhaps what is being forgotten in the OP is that the referendum will be on the back of a promise of treaty change, and thus will likely be before the treaty change itself and any necessary referendums, and we all know how worthless promises are when it comes to the EU, and also know that they like to say "you got the wrong result, please keep doing it again until you give us the right one."
