Should a couple with a learning disabilities get married and have children?

Yes.............what even is this question? You're getting dangerously close to advocating for eugenics here buddy.
It depends on their health issues, whether the individuals have legal capacity, their finances and daily functionality.
All essential care support needs, the nature of each individual's leaning disability, access & engagement with an effective support network and how significant the impact upon day to day life/ability to consent is.

Er yes? They can do as they wish.. not ;east as 'learning disabilities' covers such a vast range of things from someone who is mildly dyslexic to someone who is quite literally mentally ******ed and needs a nappy and a Carer to function... the latter being thew only case where any Legal action might be warranted as they might well not be in a position too give consent, let alone raise a child. Only in such extreme cases should even the remotest thought be given.
In general, the state has zero business who decides to breed with whom.. mentally afflicted or not.

I think you could apply those tests to plenty of typical couples too. Even our noble Prime Minister.
Have a learning disability shouldn’t be a barrier to getting married in of it’s self. If an individual has capacity, the state has no business meddling in their choices. In regards to children for me it’s a little bit more nuanced, a person might have capacity, that doesn’t mean that they would always be able to take good care of their children.
Yes, why not? Sure, they might pass on a disability to their children but so what? That hardly means life isn’t worth living.
