Why is NH3 ligand substitution to [Cu(H20)6]2+ only partial even in excess NH3?

i dont really understand this, because NH3 is a better ligand than H2O, but itr never fully displaces the water ligands?

There are some transition metal ions for which NH3 does fully replace H2O ligands (e.g Cr^3+, Co^2+ to name a few).

In the case of copper, there are some complications discussed beyond A level that explain why only 4 of the 6 water ligands are replaced. You are not expected to understand these, but you are expected to know that this particular ligand substitution reaction is indeed partial.
