G+P Unit 1 - Political Parties evidence

Hi,
All through the year my teacher has been using the example of Labour not opposing the 1% benefits cap (except for housing benefits which they oppose) as an argument for their distancing from traditional principles/ consensus between parties, even though I'd heard on the news that they had decided to oppose the whole cap.
During revision I found that it seems they did vote against the bill (though it was unclear) , but then I found a quote from Ed Balls saying that they wouldn't reverse the cap if they came into power. I'm so confused! What is Labour's policy on the benefits cap, their website has NO POLICIES on it and I don't know what to use as evidence now in my essays as this is quite a major point!
