I thought it meant they want to make 24+ loans available to 19-23 year olds, which seems pretty sensible considering the cost of Access courses these days. At the moment a student who uses a 24+ loan for an Access course/foundation year has their debt written off if they graduate with a degree, presumably that wouldn't change if the loan was made available to younger students?
