It is possible in principle to start as soon as you can legally leave school - so after GCSEs (though that seems to be changing).
But... almost all the clerks I know have left school at 18. Some have been to university too. The Institute of Barristers' Clerks is worth looking up for careers information. Many chambers will be happy to offer work experience in their clerks' room, but it doesn't tend to be advertised - you would have to call up and speak to one of the clerks.
