Is access to clean, drinking water a right?

The Earth's resources are said to belong to all of us, and this would include water, but why should clean, drinking water be considered a right when additional work has often been done to water to make it what it is? We could call access to naturally existing water a right, which would be the salted sea, but classify clean water as something to be bought by those who can afford it.

The Kingdom of Belgium believes everyone should have access to clean safe water. Regardless of whether or not it is called a right.

Luxembourg think that clean water is not a right, but will continue to support countries where clean water is not readily accessible.

Switzerland suggest that in order to combat this problem, a sustainable method of obtaining clean water needs to be developed, and that we need to help those who need it as much as possible - but we recognise that this isn't free, and as such, costs will be involved
Austria would like to emphasise that such logical approach is only properly fitted in ideological contexts. In a world where many don't have the tools to earn the money necessary for the purchase of clean water, everyone should be given access to it, even if it's not a so-called "right".
