Are clearing entry requirements different for all students? Is there a bottom to how much grades can be lowered?

Can you be more specific about what you're asking for. Are you asking about if your firm choice will accept lower grades in August or are you asking about applying somewhere for the first time in Clearing.
If so can you be specific about the university and course concerned.

I wouldn't recommend ANY applicant pin their hopes on Clearing at this stage in the year - there's plenty of time to get a UCAS application in before the January deadline and maximise your chances of an offer. Clearing is a backup option AFTER you've tried that.

General understanding about clearing entry requirements, are they normally lower than entry requirements for initial choices. Or different university will decide whether you can enter and everyone going on the same course will be different?

Every university sets their own entry requirements. Some courses and universities will lower their requirements for clearing applications, others wont....there's no simple answer.

Clearing entry requirements are different to the grades a university will accept from their firm applicants in August. Most universities will accept lower grades from firm applicants than they'll ask for from Clearing applicants - and often universities will accept firm applicants with lower grades but won't advertise any spaces in Clearing.

If you can be a bit more specific about what you're thinking of applying for and where you're interested in then it might be possible to give you more help instead of just "it varies"

The clearing requirements may be lower than the standard course offer, (or they may remain the same if the uni only has a few spaces to fill).

Typically a grade requirement is agreed and everyone who meets it can receive a clearing offer, (accepting that different students may be taking different combinations of quals). So it's only case-by-case so much as the applicants won't have the same academic profile.
