why can a translation initiation codon b distinguished from a normal methionine codon

options:
1. It binds to formyl-methionine
2. It is always the first UAG codon encountered by the ribosome
3. Surrounding sequences in the mRNA can interact with the 16S ribosomal RNA component of the small ribosomal subunit
4. The initiation codon is chemically modified to distinguish it from other non-initiating codons

i think its 3. can anyone confirm? i was also like hmm 4 but "non-initating" codons??
