Central Limit Theorem problem

Could anyone explain why in the problem below (answer is included), 1.96 is multiplied by (19.5/420), which is SD/n rather than SD/(n^(1/2)) as would by my understanding from the central limit theorem? why is 'n' not square rooted?

AFAIK, it should be? Perhaps it's a mistake?
