Yes, FIFA is corrupt. Old news. 
They also have a hell of a lot of money, meaning they can afford to build incredible stadiums from scratch without any financial issues. Have you seen the designs? look up their bid video on youtube, they're incredible.
They can also afford to install state of the art technology such as fully air-conditioned stadiums to make everything more pleasant for the fans.
It gives countries like Qatar who aren't usually in the World Cup a chance to compete and potentially increase the profile of the sport in that country.
The same way it did for South Africa.
And no, the woman won't have to wear burkas you idiot, that isn't a law. It's people of a certain religion that wear them
