PhD studying opportunities

I am studying the MS in Informatics in Sweden and plan to apply for PhD. The universities in Sweden do not charge any fees for EU citizens and even offer the employment at the universities graduate departments for PhD students, f ex as a teachers and I wonder if there are some other universities in other EU countries that offer the similar opportunities?

I also wonder if there are some universities in EU that offer online PhD degrees because it seems that in Sweden such opportunity does not exist?

In case that they exist do they require a funding (financial) plan?

I am also interested if there are some universities in EU that offer a possibility to study a part of the PhD as exchange student?
