It can be. It depends on how it affects you.

Why not? A disability is something which has a substantial adverse affect onone's ability to perform day to day activities. Stammering affects communication which, if severe enough, can have an adverse effect on many daily activities including using a phone, going out with friends (socialising), shopping and other daily activities.

Also some people with a stammer can also suffer from low confidence and mental health problems such as depression. Though this, in itself, doesn't make the stammer the disability.

I wouldn't say it affects my daily tasks but I am doing ICT Btec in college ,so it can be annoying when I have to present something in front of the class. my stutter is not bad you can hardly notice it but sometime it can be severe.
