Creams that work to get 2 or 3 shades lighter?

Please don't neg before reading. It's not that I want to be white or something. It's just that when I was younger I had brighter and a little lighter skin. But these days my skin just looks so dull and I've also gotten a little darker. I just want to go back to being 2 or 3 shades lighter in my skin tone... especially the face because my neck area is much lighter than it.
So can anybody suggest any creams that work with SAFE ingredients to help lighten the skin, available in the UK?
I also have some horrible hyperpigmentation from previous spots etc :/

Hi there,
I don't know any creams that will actually lighten your skin but is it just dull looking skin that you want to combat? If so, exfoliate regularly, moisturise and perhaps use skin brightening creams (there's a Soap and Glory one called Bright Here, Bright Now - I've not tried it but the reviews look promising) to give your skin a glow. You could also try bio-oil on any dark pigmented areas and any blemishes/scars.
