Can anyone please explain the 'spiral of multiple deprivation' to me (as concisely as possible)?

Hello, so i think the spiral of multiple deprivation causes the quality of living spaces (especially poor estates) to decline.
In a nutshell: the poor areas have limited services, schools, healthcare etc --> those who can will leave --> those with no choice move in --> area more concentrated with poor, deprived people who cause problems --> anti social behaviour, vandalism, crime etc --> reputation deteriorates further --> again, those who can will move away...
