MUN Hypothetical 2014/01 - Mutation Outbreak!

Following the news of a spread of the disease in CDG airport, France has sealed off the airport and all planes have been prevented from coming in or out of the airport. We do not regret the decision to bring French citizens home but we regret not taking better precautions. The airport is now under quarantine, with orders to shoot anyone exhibiting the symptoms described previously. The European Centre for Disease Prevention and Control has been called in to set up disease prevention systems around CDG airport.

As recommended, France has urged citizens to evacuate Paris immediately.

Following the spread of the news, riots have broken out in Paris, Marseille and Nice and martial law has been declared. France has also closed off all trade with other European nations now that the disease risk has spread into Europe.
The USA is very sorrowful that the virus has spread to Europe despite efforts to prevent it. Whilst there are still pockets of resistance to the infected in Maine and New York, the US Government fears the worst for its population. We are officially moving to Honolulu as a temporary location of office, all UN diplomats will also be evacuated in which they will undergo examinations before being allowed to return to their home country. The UN should hereby be moved to Geneva.

Estonia is deeply troubled by the reports of infection in Paris and urges all Estonian citizens in France to leave the country as soon as possible. To prevent further infection in Europe, Estonia asks the European Commission to suspend the Schengen Agreement and allow EU countries to close their internal borders until the full implications of this infection are known. Estonia wishes to make clear its resolve to close all borders with or without permission if infection reaches Germany.

Estonia has grounded all air traffic to and from France and closed all ports to outside shipping. Estonia has set up medical check points at all border crossings to prevent the spread of infection. Estonia has also begun work to fortify the islands of Saaremaa and Hiiumaa and build emergency camps in the hope that the sea will provide some protection for the Estonian people if infection reaches mainland Estonia.
Canadian scientists have discovered the cure for the outbreak. It's simple. All you have to do is.....AAAAAHHHGGGGGGHGHGHGHGHHHGH

The Republic of South Africa will not allow the UN to be relocated to Geneva. We suggest Nairobi as a suitable alternative. America is a lost cause and most of Europe will be to if a resolution is not brought forward.

The UK would like to announce that it is taking emergency measures. All flights and ships to and from the island of Great Britain are hereby cancelled. The same applies to Northern Ireland, and an agreement has been reached with the Republic of Ireland that it will take similar measures, thereby allowing the inter-Irish border to remain open. No travel may be made between Great Britain and Ireland, however.

The Royal Family have been evacuated to an undisclosed British Overseas Territory, whilst the Government remains in London.
Though no cases have been reported outside of CDG airport so far, the French government have relocated to Strasbourg.

New Zealand applauds the UK for their sensibility. In light of the fact that you have evacuated the Royal Family, we would like to offer ourselves up as being a worthy location in terms of evacuation, since we are quite some distance away from the current infection and we have had no reports of an outbreak anywhere near our borders.
New Zealand would also like to know about the condition of the Channel Islands. They may prove to be of some strategic value were the virus to penetrate mainland Britain. Furthermore, we would also like to recommend that the MUN Assembly be brought to New Zealand as opposed to Nairobi. We cannot risk threatening them further. We would also like to add that we have closed our borders to any nation that we suspect may have been contaminated, or who lie close to an infected nation.

India would like to announce that, not only have we sealed ourselves away from the rest of the world for the time being, but that we are also beginning the construction of a wall that will cover the entirety of our land borders. Nothing that carries the rest of being infected shall pass. We are also in the process of constructing modified drone aircraft to deal with large swarms of infected. We also second New Zealand's call for the movement of the assembly to New Zealand, due to its isolation. Furthermore, select groups have been moved underground into airtight bunker-colonies in an effort to preserve our nation if it is attacked by infected.
We would also recommend that, if possible, all forms of arts and culture are evacuated from infected areas to await decontamination. We do not want to lose our heritage.
In light of the Canada's recent message, we call upon a strike team to be inserted into the Canadian research station in order to retrieve their data.

Russia agree with this idea, however this strike team must be made aware of the fact that they would not be allowed to return to their home country until a test or cure has been found. We offer our assistance to the forming of said task force.

We are happy to offer up our Parliamentary Building as a temporary MUN facility.

Following the news of the disease spreading to mainland Europe, Serbia has taken the decision to close our borders until further notice. We advise other European nations to do so. No persons or vehicles will be allowed to enter Serbia at border crossings, which are staffed by Serbian police and the Army. Border personnel have orders to allow people out of the country, but not back in again -this is to allow people to return to their own states if they wish.

All air travel in Serbia is forbidden, and all airports are officially closed. ATC stations are still manned and so overflights of Serbia by civilian airliners are still allowed, although we appreciate that many other European airports are closed. The Serbian Air Force are running routine patrols of the Serbian border to ensure it's integrity and security. Additionally, the River Flotilla are running routine patrols of the Danube and Sava rivers from Novi Sad and Belgrade.

Iran is worried by the news that the disease has spread to Europe. As a precaution, Iran has stopped all shipments of oil and other cargoes from our ports. We understand the implications of this move, but feel it is necessary for the security of the Iranian people. We are entering in to talks with all of our bordering nations to discuss the next move.

The UK thanks New Zealand for its offer; however, it is felt that they will be safer on the remote Henderson Island, part of the Pitcairn Overseas Territory, where a bunker had previously been built. They will be travelling with a satellite uplink and will continue to send messages to the Commonwealth and beyond. We do, however, support the principle of moving the UN to New Zealand.

Currently, the same restrictions which apply to Great Britain apply to all other islands and territories. No travel will be permitted between them, and they will act as self-contained units for the time being. The Gibraltarian land border with Spain has been closed.

The UK applauds India's recommendation on arts and culture; and we would extend this to science and technology also. We are considering moving major portions of London's museum collection to an Overseas Territory, and well as landmark scientific publications.

It is about preserving the essence of our civilisation for those who remain. We are doing all we can for our citizens; closed airspace and national waters, etc.

New Zealand would like to thank China and the United Kingdom for their support towards the movement of the MUN to New Zealand. We propose an informal vote through the use of this thread to make a final decision.

We would also like to announce that we are increasing biofuel and renewable energy output to maximum, in light of the closing of Iran's oil exports. Our oil will now be primarily used to further the creation of biofuel plants. However, we also believe that the location of the arts, culture and sciences warehouses remain a secret, lest an extremist organisation attempts to destroy them.

India would like to add that we are implementing a similar procedure to New Zealand. We are also maximising coal production and, if we are able to resupply our nation with a continuous source of power, we will consider offering exporting some of our fuel to nations in need.

We have implemented the creation of special drop-teams that we are hoping to use, if the United States and Canada are willing, in order to rescue members of the population trapped within the swarm. We have not forgotten about the plight of your population. We hope that other nations will join us in this attempt.
The US commends the proposal of New Zealand, we would appreciate a collaboration with our own Delta Force in extracting any remaining survivors in the existing refugee sites.

While we continue to offer our support to the US. You cannot possible believe that New York is still a safe place for the MUN to reside, as such Russia proposes moving the MUN, preferably to an island nation such as New Zealand.

After New York is retaken by coalition forces, New Zealand would be open to sending the MUN back to New York, provided that it was once again safe.

The New Zealand Parliament Building is currently undergoing modifications in order to ensure that it will be able to hold out against a variety of assaults and cater for every representatives needs.

The New Zealand Parliament itself will be moved to make room for the MUN.

The US already recommended the MUN be moved to Geneva. We clearly concur that New York is no longer a viable political environment.
Until further such notice, Japan will close it's borders, by way of air and port, to all entering and leaving the nation. We are considering the movement of citizens from remote islands of ours to more populated areas. We are gravely concerned at the spread from the USA to Europe of the disease, and hope this does not prove a sign of things to come for the rest of the world.

We shall be increasing funding spent on research to help worldwide efforts to attempt to find a cure for this.
NEWSIn the last 48 hours, very pressing developments have occurred as a result of the talks amongst the Security Council. Despite many insistences that the MUN be moved to New Zealand, its lack of MUN facilities have meant that Nairobi is the temporary location of the MUN whilst it is safe from infection. However, considering the next bloc of news, this could be unwise.

It has been suggested by International Relations analysts that many of the European and Asian responses to the virus have been ineffective and if not, void within the Middle East. Syria's civil war has created a far greater casualty than its own citizens alone. It was reported today that infected were sighted in Damascus, as well as across the borders in Saudi Arabia, Iraq, Israel, as far as Turkey in the north and Egypt to the south. It is believed that Syria took no response to the infection in the US, and as a result, those who were already infected and returning to Syria have contaminated the Middle East. The strategic vulnerability of this area now means that Europe, Asia and Africa are threatened.

In other news, the Security Council have pledged to quarantine the Americas, led by China. However, considering the news that the infection has arrived in the Middle East, it is uncertain as to whether Security Council nations will have the military capacity to commit to such an attempt when their own security is at risk.

The US has confirmed that it has begun evacuating those who have survived the infection within its borders, and has advised any survivors via satellite radio to reach designated bunker sites and army facilities as a chemical purge of the infected has been speculated. To the north, Canada has lost contact with the MUN, it is most likely that the infected has breached the Canadian government but it is not clear. To the South, the infection has reached Buenos Aires and so the last country in South America.

Analysts of the virus are adorning it the 'Nosoi' virus, after the Greek for spread of demonic illness. The MUN collaboration of scientists remain within the US in an underground compound outside of Washington DC where they are continuing to look for treatment for the infection. So far, no such cure has been discovered.
